3. Alignment Mechanisms
3.1 Design Phase
- Every project must include a Results Framework (RF) or Theory of Change (ToC) that aligns with MEL outcomes and impact indicators.
- Projects undergo MEL Compliance Screening before approval.

- MEL Officers are embedded in project teams or assigned for continuous performance tracking.
