1. Purpose
This procedure establishes the framework for the effective management, operation, and oversight of homeless shelters under SayPro Human Capital. It ensures that services provided meet safety, dignity, and support standards for all shelter residents.
2. Scope
This procedure applies to all SayPro Human Capital Officers, Royal Directors, Deputy Chiefs, shelter staff, volunteers, and partners involved in the operation and management of homeless shelters affiliated with SayPro.
3. Definitions
- Shelter Resident: An individual who is temporarily housed in a SayPro-managed homeless shelter.
- Shelter Manager: Officer responsible for day-to-day shelter operations.
- Royal Director: Oversees shelter program compliance and strategic alignment.
- Deputy Chief: Provides executive oversight and resource allocation.
4. Objectives
- To provide safe, clean, and supportive shelter environments for residents.
- To ensure dignity, privacy, and respect in all shelter interactions.
- To coordinate services that support resident rehabilitation and reintegration.
- To maintain compliance with health, safety, and legal requirements.
5. Procedure
5.1 Shelter Admission
- Prospective residents complete the SayPro Shelter Admission Form (SayProF531-01).
- Shelter Manager conducts eligibility screening and orientation.
- Residents are registered in the Shelter Resident Register (SayProF531-02).
- Provide residents with Shelter Rules and Code of Conduct (SayProF531-03).
5.2 Shelter Operations
- Maintain daily logs of shelter occupancy, incidents, and maintenance (SayProF531-04).
- Conduct regular safety and sanitation inspections.
- Provide meals, basic healthcare referrals, and social support services.
- Ensure resident privacy and confidentiality.
5.3 Resident Support & Case Management
- Assign each resident a Case Worker or Officer to develop support plans.
- Facilitate access to counseling, skills training, employment assistance, and healthcare.
- Monitor progress and update case files regularly.
5.4 Incident Management
- Record and report incidents using the Incident Report Form (SayProF531-05).
- Immediate response to safety or medical emergencies.
- Notify Royal Director and Governance Unit of serious incidents.
5.5 Shelter Closure or Resident Exit
- Conduct exit interviews using the Shelter Exit Form (SayProF531-06).
- Provide referrals or linkages to other support services.
- Update resident records and close files appropriately.
