Key Areas of Expertise:
- QCTO Compliance:
- Knowledge of QCTO Regulations: The ability to understand and apply the specific rules and guidelines set by the QCTO, which is responsible for overseeing the quality assurance and development of vocational education and training (VET) qualifications in South Africa.
- Accreditation Processes: Familiarity with how training providers and assessment bodies are accredited by the QCTO and the standards they must meet.
- Qualification Development and Review: Ability to guide the development, review, and accreditation of qualifications in alignment with QCTO’s standards.
- National Qualifications Framework (NQF):
- Understanding of NQF Levels: Comprehensive knowledge of the different levels within the NQF (from level 1 to level 10) and the criteria for each level.
- Mapping Qualifications to the NQF: Understanding how qualifications and skills are mapped to the NQF levels, ensuring they meet the standards for each respective level.
- Credit and Unit Standard System: Familiarity with the credit system, how qualifications are structured with credits, and the role of unit standards in qualifications.
- National Skills Development Strategy (NSDS):
- Aligning Skills Development with National Goals: Understanding how qualifications, skills development, and training are aligned with the national strategy for skills development.
- Accreditation of Learning Providers:
- Quality Assurance Framework: Expertise in how learning institutions are evaluated and accredited to offer qualifications that are recognized by the QCTO and the NQF.
- Curriculum Design and Delivery:
- Outcome-Based Education (OBE): Ability to design curricula that meet the requirements of the NQF and QCTO, ensuring they focus on outcomes and practical competency.
- Assessment Methodologies: In-depth understanding of how assessments are conducted, including summative and formative assessments, ensuring they align with the QCTO’s guidelines.
Skills & Qualifications Required:
- Qualification in Education, Training, and Development: Ideally a qualification in education management or training and development.
- Experience with NQF and QCTO Processes: At least 3-5 years working within the context of national qualifications frameworks, specifically in relation to vocational education and training.
- Knowledge of SAQA (South African Qualifications Authority): Familiarity with SAQA’s role in the NQF and their involvement in qualification recognition, registration, and quality assurance.
