Purpose of the Role:
As a facilitator at the MetGovis Training Academy, Wayne Webley is responsible for delivering high-quality, accredited training in municipal property data management, spatial information systems, and valuation roll compliance. He contributes to developing the competencies of municipal staff, learners, and stakeholders by transferring practical skills and knowledge aligned with national qualifications frameworks.
Key Responsibilities:
- Facilitate accredited training programmes in municipal property valuation, GIS, data management, and legislation compliance.
- Design and deliver learning materials, assessments, and technical manuals tailored to MetGovis systems.
- Conduct interactive, outcome-based training sessions using various methods (classroom, online, workplace-integrated).
- Assess learner progress through diagnostic, formative, and summative assessments.
- Support learners post-training through mentoring, guidance, and workplace application support.
- Ensure training delivery adheres to QCTO, SAQA, and ETQA standards.
Areas of Expertise:
- Property valuation and municipal land information systems
- Spatial data management and GIS (ArcGIS/QGIS)
- Implementation and use of MetGovis software
- Municipal compliance with the Property Rates Act and other legal frameworks
- Capacity building and staff development in public sector contexts
